The Special Competitive Studies Project (SCSP) released today a “Memo to the President and Congress on the Adoption of Generative Artificial Intelligence for Military Purposes” and a “Memo to the President and Congress on the Implications of Generative Artificial Intelligence for the U.S. Intelligence Community,” two parts of its fall report, “Generative AI: The Future of Innovation Power.” The full report will be released on September 12, 2023.
The “Memo to the President and Congress on the Adoption of Generative Artificial Intelligence for Military Purposes” explores how the People’s Liberation Army (PLA) plans to harness generative AI (GenAI) for military purposes, generative AI’s role in a broader U.S. competitive strategy, and how the Department of Defense should quickly and responsibly adopt generative AI.
“We are in a decisive decade of military competition with China. For the past three decades, the People’s Liberation Army has invested in technologies, concepts, and institutional changes to undermine U.S. military capabilities. Today, generative AI is driving a fundamental change in how we interact with computers, and therefore how militaries can harness AI and robotics to deter, fight, and win wars. Generative AI should be used to help invalidate the PLA’s investments, increase their uncertainty, reduce risk, and ultimately, help prevent conflict.” said Justin Lynch, SCSP senior director for Defense.
The “Memo to the President and Congress on the Implications of Generative Artificial Intelligence for the U.S. Intelligence Community” discusses the potential of GenAI if fully deployed in the Intelligence Community (IC) to enhance the entire intelligence cycle, galvanize cultural changes to embrace the digital era, and encourage the IC to unlock the power of open source intelligence (OSINT). To meet these challenges and opportunities, the IC should pursue immediate and long-term actions.

We are at the cusp of the next big technological leap – artificial intelligence – which will test the IC’s ability to keep itself there. AI, particularly generative AI, is going to transform how anyone in the business of collecting, evaluating, or transmitting information does their work and the IC will not be immune. Indeed, it’s already happening,” said William Usher, SCSP senior director for Intelligence.
